Why you should not use a frameset for a Web site. Frames for a website is something recognized by most professionals as a bad thing,  Frames aren’t bad outright, however, when a Frameset is used as a way of creating and managing a Web site - THAT is 100% bad

What are the reasons

Frames based Websites are exactly the opposite what modern web design tries to achieve when building a website. Using Frames is a step backwards not forward.  The basic idea for a website is, that every page corresponds to a single URL. One URL = one page. A website that is entrenched in a frameset is referenced from one address, but contains many pages. This presents problems with linking to, and book marking a specific article in a frames-based page. (The ability for someone to link to your articles and bookmark them is a huge part of how traffic to your site is generated). Frames should never ever be used for making an entire website.

Many screen readers do (or will have a problem) with frames based pages.
A website which is placed within in a frameset adds an unnecessarily high level of difficulties to Search Engines trying to index and to users which can’t navigate properly through the site.
Finally: A web site that is totally made in frames is not acceptable and a totally unprofessional method of Web development. 

The method of using frames was once popular in the nineties when everybody thought that Frames are the best thing since sliced bread. Today this is totally outdated. No proper website is using Frames today. You will have a hard time of finding a website made with frames or using frames in the top Listings of Search Engines. Frames maybe used by some self styled web designers (no offence intended) which noticed, that if they use frames they only need to update the navigation page once if they make an update and when they use equally outdated tools such as Dreamweaver or Frontpage. Neither Dreamweaver nor Frontpage can live up to the demands of the real web development challenges.
